The United Nations Capital Development Fund (UNCDF) is the UN capital investment agency for the world’s 49 least developed countries. It promotes inclusive and sustainable growth by creating new opportunities for poor people, small businesses and local governments. UNCDF focuses on Africa and the poorest countries of Asia, with a special commitment to challenging environments – remote rural areas and countries emerging from conflict.
It provides seed capital – grants and loans – and technical support through Inclusive Finance programmes to help microfinance institutions reach more poor households and small businesses; and through Local Development Finance programmes to strengthen public financial management systems and improve infrastructure investment and delivery of basic services by local governments. UNCDF’s expertise in inclusive finance and local development finance helps shape new responses to food insecurity, climate change and green energy, ICTs, and women’s empowerment.
UNCDF work aims at promoting inclusion and making sure that poor people and communities take decisions about their own development. All UNCDF support is provided via national systems, in accordance with the Paris Declaration and the Accra Agenda. UNCDF’s development approach is framed by the Istanbul Programme of Action.
UNCDF paves the way for others to follow: its programmes are designed to catalyze larger investment flows from the private sector, development partners and national governments and thus act as an ‘enabler’ to accelerate progress towards the Millennium Development Goals and the new development challenges of the post-2015 agenda. Established by the General Assembly in 1966 and with headquarters in New York, UNCDF is an autonomous UN organization affiliated with UNDP.
