In this interview, Ugen Penjor Norbu, National Consultant for UNCDF LoCAL gives an insight on the vulnerabilities faced by Bhutan in regard to climate change and he explains the status of local governments in dealing with the issue.
The LoCAL Programme aims to promote climate change resilient communities by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in least developed countries, thereby contributing to the achievement of the Millennium Development Goals (MDGs), particularly the specific goals of poverty reduction (MDG1) and environmental sustainability (MDG7). It does this by reinforcing local government financial delivery systems, with Performance Based Climate Resilient Grants.
