In this interview, Melam Zangpo, Senior Programme Officer for the DEpartment of Local Governance at the Ministry of Home and Cultural Affairs explains how, after piloting LoCAL in Bhutan, climate projects can now focus on the 'core business' of adaptation.
The LoCAL Programme aims to promote climate change resilient communities by increasing financing for and investment in Climate Change Adaptation (CCA) at the local level in least developed countries, thereby contributing to the achievement of the Millennium Development Goals (MDGs), particularly the specific goals of poverty reduction (MDG1) and environmental sustainability (MDG7). It does this by reinforcing local government financial delivery systems, with Performance Based Climate Resilient Grants.
