This evaluation is undertaken on behalf of the UNDP as a final evaluation of the decentralisation component of the programme ‘Civil Service Reform Strategy and Implementation Plan for Decentralised Service Delivery in the Emerging Regions of Ethiopia. The mission’s understanding of the purpose of this evaluation is that, given the pilot nature of the programme, a primary focus is on the institutional capacity of the woredas and kebeles to manage and implement projects and programmes, implementation of small scale infrastructural projects, and the potential to upscale the programme to regional levels.
In addition it is understood that the UNDP seeks a strategic review of its pilot intervention that will enable it to assess the potential to replicate an alternative approach for decentralized service delivery, support national decentralization policies, and assess its comparative advantages in donor support.
