The NAP Global Network’s webinar series provides an online forum for sharing lessons and experiences that are emerging as countries progress through their NAP processes. On September 18th, the webinar was on Linking National and Sub-national Adaptation: Vertical integration in National Adaptation Plan (NAP) processes, with Sophie de Coninck, Program Manager UNCDF LoCAL, as a panelist, presenting Systemic Subnational Adaptation in the Context of the NAP Process: Experience with performance-based climate resilience grants. 90 attendees jointed this webinar.

About the NAP Global Network’s Webinar Series
Each webinar addresses a specific technical topic related to national adaptation planning through presentations of countries’ experiences, relevant research and guidance, and opportunities for discussion by participants.
Increasing attention has recently been placed on the role of sub-national actors in advancing implementation of adaptation in developing countries. For example, the 2015 Paris Agreement recognized that though adaptation is a global challenge, it has local and sub-national dimensions. To be effective, NAP processes must reflect these dimensions—with consideration of sub-national diversity—as well as the critical role of sub-national authorities and local organizations in planning, implementing, monitoring and evaluating adaptation.
Last week, the webinar aimed for NAP teams and other stakeholders interested in strengthening vertical integration in the process. It looks at different aspects of vertical integration in NAP processes. In particular, it:
- Provides background on the rationale for linking national and sub-national adaptation efforts
- Presents a range of key considerations for vertical integration
- Presents different options for sub-national actors to access climate finance
- Discusses opportunities and challenges from at least two countries on vertical integration of NAP processes
