The underlying rationale of the project is sustainable human development through the strengthening of the technical capacity of local governments and through providing them with much needed financial resources. Such an objective could be achieved through greater decentralisation of key line ministries and the strengthening of local governments. The implementation of the DDP would help government in achieving that goal.

The Eastern Province DDP would pilot for the GRZ the feasibility and potential of building the capacity of local authorities to plan and implement development programmes.
