This is a final evaluation of the District Development Programme 2 (DDPII). The three-year programme was established in 2002 as a continuation and enhancement of an earlier District Development Project (UNCDF: UG/95/C01/UNDP: UGA/97/008) commonly referred to as DDPI.

DDPII widened the scope of DDPI while taking into account lessons learned from the latter and the up scaling and replication of the latter to a National Local Government Development Programme (LGDP).
