The purpose of this request for applications (RFA) is to support a partnership between the International Labour Organization (ILO) Better Work program and the Better Than Cash Alliance, to define a roadmap and recommended actions to promote responsible digital wage payments in the garment industry in Jordan. The elaboration of the roadmap will be supported by consultation with all stakeholders in digital financial services and the garment industry, as well as several pieces of research and analysis, such as an assessment of the current access to financial services and needs of garment workers in Jordan, and cost–benefit analysis of digital wages vs. cash from the factory management (employer) perspective and from a garment worker’s (employee) perspective.
Objective:
The objective of this work is to support the garment industry, the ILO Better Work program, and the Government of Jordan to promote the digitization of wages across factories, for the benefit of workers and factories, as a tool to improve working conditions and respect for labour rights of workers, especially women.
Timeline:
Applications should be returned to the Better Than Cash Alliance Secretariat by email no later than 23:00 Eastern Standard Time (GMT -5) on December 27, 2019. It is anticipated that negotiations and grant signing will commence within three weeks of application submission. The overall duration of the project should not exceed 12 months. Deadline for submission of questions about RFA, December 5th 2019. Deadline for submission applications, December 27th, 2019. Evaluation of proposals and grant signing by January 27th 2020. Full completion of deliverables, October 1st 2020.
