Although approved in June 1999, PADMIR effectively started in January 2000, with an initial duration of five years. There was a mid-term evaluation of the Project in November 2001. Following the recommendations of the tripartite review in 2003, a decision was taken to extend the duration of PADMIR by two years, in order to ensure that the activities continue and are taken over.

Initially planned for December 2006, the Program closure will be effective in June 2007. This evaluation is therefore the final evaluation of the Program.
