This clip tells the story of the Drobonso Community in Ghana. During the COVID 19 pandemic, one of the priorities of the people in the community was to be able to access safe water. With the LoCAL project, the community now has improved levels of hygiene and faces less risks of diseases. To further build their resilience, the rapid access to safe water means that both women have more time for productive activities and children are not late for school.
This is possible thanks to the ‘Boosting Green Employment and Entrepris Opportunities in Ghana' - (grEEn) initiative taking under the European Emergency Trust Fund with a total contribution of 20,6 Million Euros. The four year action (2020-2023) aims to benefit over 375,000 people with improved access to green and resilient infrastructure and services and 70,000 youth, women and returning migrants with employment opportunities. The grEEn programme integrates the globally recognized and LDC owned Local Climate Adaptive Living Facility, LoCAL, and works with local governments to channel climate finance where it is the most needed: at the local level.
The Local Climate Adaptive Living Facility, or LoCAL Facility, is a mechanism for channelling climate finance to local governments for community-led climate action in least developed countries (LDCs) and other vulnerable developing countries, especially Small Island Developing States (SIDS) and Africa.
LoCAL combines performance-based climate resilience grants (PBCRGs) with technical and capacity-building support. Local needs are prioritised as the mechanism is owned and overseen by participating countries through the LoCAL Board, co-chaired by two LDCs.
Originally designed by the UN Capital Development Fund, LoCAL bridges the climate finance gap for locally led adaptation. LoCAL is systemic and scalable, as it uses government systems rather than project or parallel approaches. LoCAL is flexible and sustainable, as it is tailored to national circumstances and contextualized for local climate responses. LoCAL is internationally recognised as standard in its design, quality assurance, monitoring and reporting.
