The United Nations Capital Development Fund (UNCDF) and the United Nations Development Programme (UNDP), under its joint Pacific Digital Economy Programme (PDEP), are looking to develop activities with legally established research institutions, think tanks, private and public sector organizations that can conduct the roll out of the digital and financial literacy (DFL) survey in seven Pacific Island Countries (PICs) including Fiji, Samoa, Solomon Islands, Tonga, Vanuatu, Papua New Guinea and Timor Leste.
The selected organization will be guided by UNCDFs DFL survey protocol and as well as advisory support. The DFL survey protocol is to be translated into the local language for each PIC.UNCDF will provide the successful applicant with:
- A grant of up to USD 450,000 to the selected applicant technically compliant in accordance with the Evaluation Criteria as set forth in section 3.2. UNCDF contributions will be maximum of 75% of the total project cost.
- Technical assistance and potential opportunities for stakeholder collaboration.
The selected applicant is encouraged to share at least 25% of the total project (for costs such as technical resources, staff, and operational expenses). Applicants may apply independently or in a consortium, provided that the consortium has a pre-established partnership prior to submitting the application.

The initial deadline for submissions is 23:59 hours EDT time zone on the 29 October 2021 through the UNCDF e-investment platform. However, UNCDF invites applicants to check in the e-investment platform if this deadline has not been extended.
