2023 ASEAN Monitoring Progress -Financial Inclusion in Selected Asean Countries

Summary

This report is the fourth in a series of annual reports produced by the United Nations Capital Development Fund (UNCDF) in collaboration with the ASEAN Member States. It presents learnings and reflections on progress against the financial inclusion indicators included in the 2020 and 2021 reports, along with the introduction of new indicators for 2022. The theme of this report “MSME finance as a key driver of financial inclusion“ and corresponding integration of new measurement indicators, builds towards the desired outcomes identified in the ASEAN Financial Inclusion Framework.

This report serves as an annual reflection on progress on these measurable indicators on financial inclusion, based on data availability and collection processes at national level. This flexible reporting framework enables an assessment of the effectiveness of the implementation of the National Financial Inclusion Strategies (NFIS) at country level to achieve desired outcomes, which aids policy making and inform adjustments required in the NFIS implementation. At the regional level, the framework and reporting process allows monitoring of regional progress, while the platform for cooperation also serves to identify areas for knowledge exchange among ASEAN Member States.
