Language of proposal: Proposals must be submitted in English.

Deadline for submission: The deadline for submission of investment proposals is October 10, 2016 (00:00 EST).

Overall Objective

The overall objective is to produce a 3-6 minute advocacy/promotional film that will, on the occasion of UNCDF’s 50th Anniversary,

  • Showcase evidence of the impact of the “last mile finance” work of UNCDF in the Least Developed Countries;
  • Highlight UNCDF’s contribution and collaboration with various partners – communities, host governments, businesses, donors, individuals— to innovate and scale up what works;
  • Looking ahead, provide a clearly understandable visual explanation of how UNCDF’s work is relevant to the implementation of the Addis Ababa Action Agenda, the Paris Agreement on climate change, the New Urban Agenda, and the 2030 Agenda for Sustainable Development (i.e.: the Sustainable Development Goals).

It is expected that the film will capture the following elements:

  1. Evolution of UNCDF: The film will explain how UNCDF has evolved over the last few decades in support of the Least Developed Countries. The film will, specifically, look into the development challenges preventing the poor from accessing the necessary financial resources, and how UNCDF has, over time, tested and pilot innovative finance models to overcome such challenges, adapting its approaches and financial toolkit along the way.
  2. Partnerships: Explain how UNCDF works with a range of partners (through public-private partnerships) to reach the “last mile” – the underserved localities, poor households (especially women), and small businesses where finance does not flow, where resources are scarce, and where there are significant development challenges.
  3. UNCDF’s mandate and the 2030 Agenda for Sustainable Development: It is expected that the film will feature footage and interviews capturing the achievements and real impact of UNCDF’s work and show how the agency is relevant to the new development landscape. This should include, where possible, a focus on UNCDF’s work on innovation – both in terms of new frontier issues such as digital finance and in terms of responding to challenges like climate change.
  4. LDCs: It is expected that the video will highlight positive examples of UNCDF’s role as an international support measure for the LDCs, and in that regard, show the role UNCDF plays in supporting LDC graduation. Cross-cutting: Will be important to capture how UNCDF leverages or crowds in resources, empowers women, and helps mobilize domestic resources.

Scope of Work and Specific Tasks

The following scope of work is envisaged for the successful completion of the assignment:

  • Review relevant literature, documents and materials provided by UNCDF and undertake consultations with select UNCDF staff;
  • Deliver a draft script and documentary outline for UNCDF’s comments and review;
  • Travel to two locations - one in Africa and one in Asia – to be decided among Bangladesh, Cambodia, Laos, Nepal, Tanzania and Uganda;
  • Consult and interview identified partners, stakeholders and beneficiaries;
  • Produce a 3-6 minute documentary film;
  • Present the documentary film to the UNCDF project team for review and feedback;
  • Finalize the documentary film incorporating feedback from the project team.

Deliverables

The production company will deliver the following:

  1. An inception report that includes an implementation strategy, plus a detailed production and post-production schedule for the filming process, as well as a draft script including proposed interview questions for comments by UNCDF project team.
  2. Raw footages captured in project areas.
  3. First cut of the documentary for comments.
  4. A documentary film of 3-6 minutes.
  5. The product should be available in English in HD broadcast quality. Subtitles in French are also to be added on a separate version.
