Project Description

|
Context, Strategy & Opportunities
|
- The PGSP aims at developing the capacity of the 9 Provincial Governments as well as the Ministry of Provincial Government to improve governance and deliver services. It is a national five year program covering all SI provinces, commencing in 2008.
- An initial Preparatory Assistance Phase (worth of about 0.9 M US$) started in January 2007 to strengthen technical and logistic capacity of MPGRD to assume full ownership, manage, orient and facilitate the design of a National PGSP.
- Besides assisting the MPGRD for the formulation of the national PGSP, the PA is supporting some essential analytical work and activities that are critical in facilitating a rapid start –up of the NPGSP in 2008 such as: i) preparing a PEM manual and training materials; ii) setting up the Provincial Capacity Development Facility; iii) improving HRM in MPGRD and nine PG and, iv) assessing logistic needs of MPGRD and nine provinces to create basic working conditions for the national PGSP start up.

- A concept note developed by UNCDF, has been reflected in the new SI government’s policy and action program and is now the basis for formulation of a national approach to external support to Provincial/Local development.
- Prime Minister has made formal reference to PGSP at the UN
- Premiers’ Conference approved the concept
- SIG commitment to co-fund grants
- Agreement to adopt performance-based funding
