Our work
The United Nations Capital Development Fund (UNCDF) supports sustainable development in The Gambia through the Blue Peace Financing Initiative since 2020, a programme that uses water as an entry point for regional cooperation, climate resilience and investment mobilization.
Implemented in partnership with the Organization pour la Mise en Valeur du fleuve Gambie (OMVG), the initiative promotes access to public and private capital for water-related infrastructure and sustainable resource management. Through blended finance approaches, UNCDF helps transform cooperation frameworks into investment platforms capable of attracting financing for projects that support economic development, climate resilience, and water security.
Turning regional cooperation into investment
As part of the initiative, UNCDF supported OMVG in developing its first Integrated Development Master Plan, a landmark regional framework covering The Gambia, Guinea, Guinea-Bissau and Senegal. Benefiting more than six million people, the plan was officially adopted by the four countries through a Council of Ministers' resolution in November 2023. It identifies 180 projects and measures across sectors including energy, agriculture, water, sanitation, irrigation, navigation, ecotourism and forestry, representing a priority investment portfolio of approximately $2 billion.
UNCDF also provided seed funding to establish a Technical Assistance Facility that finances project preparation and helps unlock additional financing for priority projects across the region.
By strengthening institutional and regulatory frameworks, enhancing regional cooperation, and developing investment pipelines, the initiative improves access to finance at scale. It crowds in public and private capital to expand sustainable water supply, energy, and irrigation services, while reinforcing regional stability and long-term economic resilience.
