
Anders Berlin is the Strategic Funds Advisor at the United Nations Capital Development Fund, based in Nairobi, Kenya. A Swedish national, Anders brings extensive experience in development finance, investment operations, and innovative financial instruments. He holds a Master’s degree in Economics from Columbia University and another from Stockholm University.
In his role, Anders coordinates multiple investment-related funding and financing platforms under the guidance of the Chief Investment Officer. These include both on-balance sheet and off-balance sheet facilities, such as UNCDF’s donor-capitalized balance sheet fund and the BUILD Fund (managed by Bamboo Capital Partners), as well as the associated BUILDER Technical Assistance facility. He also oversees strategic initiatives such as the International Municipal Investment Fund (managed by Meridiam) and contributes to UNCDF’s collaboration with the Global Fund for Coral Reefs.
Anders first joined UNCDF in 2016 to establish its investment operations. During his tenure, he laid the groundwork for the organization’s loan and guarantee operations. His efforts led to the creation of the Least Developed Countries Investment Platform (LDCIP). He also spearheaded the EU Pillar Assessment for financial instruments, securing UNCDF’s eligibility to receive blended funds from the European Union, and led the establishment of the BUILD Fund partnership with Bamboo Capital Partners. Anders has represented UNCDF as a board member of the Global Fund for Coral Reefs.
Before joining UNCDF, Anders served as Head of Loans and Guarantees at the Swedish International Development Cooperation Agency (Sida), where he expanded Assets Under Management from $30 million to $1 billion over five years and grew the team from 7 to 25 staff. During this period, he facilitated innovative transactions, including a $100 million volume guarantee for implants and a $400 million balance sheet guarantee with the Asian Development Bank.
Anders has also held leadership roles in bilateral and multilateral development organizations. He was Country Manager for Sida in Kosovo, where he drafted a new strategic framework for bilateral cooperation, and Deputy Country Manager in Tanzania, overseeing budget support and private sector interventions. His international experience extends to positions at the World Bank in Washington, D.C., and the European Commission in Brussels.
