
Xiang Yu is the Corporate Finance Services Advisor at the United Nations Capital Development Fund. A Chinese national, she brings over 20 years of experience in corporate accounting, resource management, and financial reporting. Xiang is a Certified Public Accountant (CPA) and holds a Master’s degree in Business Administration from Oxford Brookes University.
In her role, Xiang leads UNCDF’s financial resource and accounting management, ensuring effective compliance with International Public Sector Accounting Standards (IPSAS) and UNCDF’s Financial Regulations and Rules. Collaborating with the Investment and Implementation Division, the Operations and Oversight Division, and the Executive Directorate, she provides oversight for internal control and financial operations while offering solutions for UNCDF’s portfolio of loans and guarantees. She works under the oversight of the Chief Financial Officer.
Xiang joined UNCDF in 2018 as a Finance Specialist. Before that, she worked at the Office of Finance and Resource Management (OFRM) at UNDP, the ILO Bangkok Regional Office, and the UNDP Country Office in China. Over the years, she has successfully led the implementation of new IPSAS standards and a new ERP system.
