
John Rutere is the Operations Effectiveness and Assurance Advisor at the United Nations Capital Development Fund, based in Bangkok, Thailand. A Kenyan national, he brings over 20 years of experience spanning operations, financial resource and risk management, auditing, investment structuring and underwriting. John is a Certified Public Accountant, a Chartered Financial Analyst (CFA) charter-holder and he holds a Master’s degree in Business Administration (MBA) from Cornell University.
In his role, John provides strategic guidance on operations management and corporate advisory functions, ensuring compliance with UNDP/UNCDF financial and programmatic regulations, rules, and policies. Reporting to UNCDF’s Chief Operating Officer, John leads a globally dispersed team, overseeing functions such as human resources management, procurement, travel, data analytics, business intelligence, digitalization, ICT, and assurance for UNCDF’s global, regional, and country-level activities.
John joined UNCDF in 2021 as Head of Finance and Management Services where he led several key initiatives including the successful implementation of the Quantum ERP system across all UNCDF locations and maintaining UNCDF’s track record of a clean audit opinion of its Financial Statements. Prior to joining UNCDF, John served in various roles at UNDP’s Office of Finance and Resource Management, including Chief of Treasury Reporting and Accounting and Chief of Financial Performance Management, with postings in New York and Kuala Lumpur.
Before his UN career, John worked at GE Capital in the United States and Australia, Bear Stearns Investment Bank in New York, and PricewaterhouseCoopers (PwC) in Nairobi and London.
